So rather that using a cable..... use a vented grid like tube that has buoyant hydrogen filled balloons attached to the outside surface at intervals to get the top of the tube into the extreme upper atmosphere. Then use magnetically accelerated payload carriers to boost into space.

Technically, spaceships still would be necessary even after the construction of a space elevator. The spaceships would dock on the top of the elevator to get people from orbit to their destinations further afield

What if we would combine things, first start with a very wide base, from concrete and steel, it does not have to look good, maybe we would build 10 km up, from there ( where storms have little effect ) we could build up with inflatable parts, held in place by large electric fans or even further up with pressurised air from earth that is released at the right angle. And from there ( from around 50 km ) we could start with the cable, would this help ? since we have to reach 36.000 km ? the most stress at the cable would be at the middle but if the surface of the eath is "higher" the cable could be shorter, so there would be less stress?
