Organization
The Roman Senate is a Matrix Organization. A cabinet of portfolio directors is responsble for the 10 Directives. Secondly, each regional legal entity is led by a Consul, according to hierarchy levels. This two dimensional grid implies that Senators in the field report to both senior Consuls as well as senior Portfolio Directors. These 'Field Senators' could be regarded as Programme Managers.
Current positions
As Lord Protector of Rome, Lukasz Rosinski is Consul at the Federal Level, which gives him the right to elect his Cabinet. He is also Consul of the Byzantine Empire, Angevin Empire, Arthurian Britain, Royal France, and the City-State Trieste, and thus holds a key position in Government. In this extensive role he is responsible for Senators working in his field of jurisdiction.
The Senate, in total an assembly of democratically elected regional Governors (Government at the Regional level), elects Officials for the remaining Consul positions.
Each higher level of regional jurisdiction applies the Management-By-Exception principle to control lower level jurisdictions, from the Federal top-level to the Regional level.
