E-MARE (Euro-Mediterranean Alliance for Regional Engagement) Bureaucracy Digital Services System Design. Every region, Realm, or Empire within the HRF ecosystem is responsible for its own Bureaucracy, aligned with Constitutional frameworks. There needs to be developed a blueprint for regional Bureaucracy, the smallest unit of jurisdiction. Similarly, Bureaucracies at the Realm level also can benefit some kind of blueprint that is relevant to the HRF as a whole.
